FS ATC is not available during a multi-player session: http://support.microsoft.com/kb/315195
At the bottom of that support page, it states that this applies for FS2002 and FS2004.

FSUIPC is Pete Dowson's utility that is needed to interface various addons with FS. You should have it since FSACARS needs it for reporting pireps to the POC. The PMDG B737 textures are located in the SAX file library. Since you started this thread in the FSX addon area, I just wanted to make you aware that the PMDG B737 is only for FS9.
